Engineers’ Legislative Reception Tuesday, January 19
The Annual Legislative Reception, sponsored by the American Council of Engineering Companies of South Carolina, the American Society of Civil Engineers – South Carolina and the South Carolina Society of Professional Engineers is set for this Tuesday, January 19 at the Clarion Town House, 1615 Gervais St., Columbia.
Quite a number of legislators have indicated they are coming this year. This engineers’ reception is among the more popular receptions that legislators attend.
Make plans to attend, but let headquarters know you are coming by emailing ginger@jma-associations.com. Be sure to include your name.

Engineers Join Others in Business Community for Tort Reform
The umbrella business coalition, South Carolina Civil Justice Coalition, is mounting a major push at the State House for more tort reform this year. The group’s efforts are supported by major legislators in both the House and Senate.
Engineers’ can benefit from all of the recommended changes, but the change to the statute of repose is especially important to all in the construction industry. Although the statute of repose was dropped from 13 years to 8 years in 2005, trial lawyers have found a way to make an infraction in the building codes a means to throw out the statute of repose and sue the engineer, architect, or contractor. This section of the tort reform bill alleviates that problem.
Here is a brief explanation of all of the issues bundled into the tort reform legislation. Ask your Senator and House Representative to support this tort reform legislation.

South Carolina’s M.L. Love Joins ACEC Executive Committee
ACEC-SC’s M.L. Love, PE, begins a two-year term on the ACEC Executive Committee. He will officially take his seat on the committee at the ACEC Annual Meeting in Washington in April.
Mr. Love has served in numerous capacities in ACEC-SC, serving in all the officer positions including 2004-2005 President. He has served a Transportation Committee Chair, and in that capacity also served as Co-Chair of the ACEC-SC/SCDOT Partnering Committee. He also led South Carolina to victory as ACEC PAC Chair for several years. He led members to give to the ACEC Political Action Committee, and each year the state met its PAC goals.
Mr. Love is with Collins Engineers, Inc. as vice president. At this time, he is the only active ACEC Fellow in South Carolina; he is also an ASCE Fellow.
He is a member of the SC State Board of Registration for Professional Engineers and Surveyors where he served as its Chair.
Also, ACEC-SC Executive Director, Joe Jones, begins a year term on the ACEC Executive Committee serving in the capacity of President of the National Association of Engineering Council Executives. NAECE’s members are the executive director of the state member organizations.
South Carolina has never had an ACEC Executive Committee member until 2010, for one year, the state has two representatives.
ACEC-SC/SCSPE Winter Meeting is Coming Soon in March
The third annual ACEC-SC/SCSPE Winter Meeting is March 10, 2010 at Seawell’s, 1125 Rosewood Drive in Columbia.
This full day of workshops is evolving into a meeting where about any engineer can not only find six professional development hours in one place at one time, but also find programs of interest and of immediate usefulness.
This year, the two organizations are adding a third track to the program. In addition to an environmental track and a business track, a project management will be offered.
A project management program has not been offered by either organization for some time, and the leadership felt a substantive four hour program would be worthwhile and attract engineers that have not had a project management course or want a refresher.
The SC Department of Health and Environmental Control, the US Corps of Engineers and Mr. Mel Lester, a popular business practices consultant, are presenting programs. The Project Management series is expected to be lead by a professor from The Citadel.
This meeting is offered at a bargain price of $150 per member (same as last year) and includes the programs, lunch and snacks.
Mark your calendars now for March 10, and look for the brochure in the near future.
SC Building Code Council Holds Hearings on 2009 International Building Code
The South Carolina Building Code Council is holding hearings on changes to the 2009 International Building Code. These changes may affect the work that engineers do.
Below is a notice of hearings for proposed changes to the 2009 International Building Code, International Fire Code and International Residential Code. These changes are technical issues and the hearings would greatly benefit from the insights and input of the engineering community. As such, please distribute this notice to your respective society members along with the encouragement to attend the meeting and provide their input.
The LLR has placed the proposed code modifications on the LLR website you can view them by clicking here.
See the “Board News” block (right hand side), the first item is the “2009 Proposed Code Modifications” which you will click on to view the documents.
The hearings have been set for January 26th and 27th at the Lexington Town Hall, 111 Maiden Lane, Lexington, SC 29071.
Please print the documents to bring with you on these dates. Starting with the first that is listed on the summary sheet and working our way through to the last. Each proponent will be given 20 minutes max, opposition 20 minutes, proponent 5 minutes rebuttal, opposition 5 minutes and that will be all. The meeting room number will be published closer to the time of the meeting.
ACEC/PAC is the Council’s "Best Tool to Influence National Policy"
In Pennsylvania, PAC Champion Christopher Borton of Borton-Lawson Engineering also credited his Board and M.O. leadership (including current president Donald Gennuso and past presidents) for expanding their donor base by 25 percent in a down economy. “Peer pressure was the key for our effort,” said Borton. “When word got out that supporting the campaign was a priority for our association, people wanted to make sure they were included as an ACEC/PAC donor.”
“ACEC/PAC is the best tool we have as engineers to influence the composition of Congress and the direction of national policies impacting our industry,” said said Dan DeYoung, president of DJG and a former ACEC chairman, who worked with Virginia PAC Champion Sam Kirby of Froehling & Robertson in Virginia to get the Old Dominion State to 100 percent of their goal for the fifth straight year.
ACEC/PAC Vice Chairman Harvey Floyd of KCI Technologies in Sparks, MD said, “The tougher the times, the more we need ACEC/PAC looking out for us on Capitol Hill.”

ACEC-SC and SCSPE Sign Letter Concerning DHEC
ACEC-SC and SCSPE along with 13 other business organizations signed a letter to Senator Harvey Peeler, Senate Medical Affairs Committee Chair, stating their opposition to making the SC Department of Health and Environmental Control a cabinet agency.
The letter said, “Despite any individual problems we may encounter when dealing with DHEC, collectively, we find no compelling reason to restructure this vitally important agency as described in S.384. We do find, however, that there are compelling reasons not to restructure DHEC in such a fashion.”

Where do Engineers Rank Ethically in Public Perception?

In the poll of 1,017 adults, 62% rated the honesty and ethical standards of engineers as "very high" or "high," and 31% gave a rating of "average." Here's how engineers stacked up against other occupations.

Engineering Jobs are Plentiful in the Palmetto State
Even in this recessionary period advertisements for more than 100 engineer’s positions were found in four areas of the state – Aiken, Charleston, Columbia and Greenville/Spartanburg.
Learning of all the technical jobs, especially engineering ones, at the Savannah River Site and the arrival of federal stimulus money encouraged a look at the Aiken Standard newspaper’s want ads. As expected there were numerous engineering positions available in Aiken and the surrounding area.
Over a dozen employers were looking for various engineering disciplines for work at the Savannah River Site. URS listed more advertisements than those reviewed; the company was looking for a fire protection engineer, unclear engineer, electrical engineers. G.D Barri and Associates had several ads for engineers as did the Department of Energy and others.
Charleston had more than two dozen ads for engineers listed in The Post and Courier. Employers included MUSC, Future Consulting, Boeing, Triad, Scientific Research Corp and Life Cycle Engineering. PDS Technical services listed the most engineering positions sought.
In the Columbia area, The State listed 47 engineering positions. Companies hiring were Starbucks, JT3 LLC, GEX, U.S. Army, Navistar and Miltec.
According to The Greenville News classified ads 38 engineering positions were advertised in the Greenville/Spartanburg area. Advertisers included AFL Telecommunications, Think Energy Group and Venture Measurement Co.
Granted engineering is a popular profession in South Carolina, but even in the worst recession since the great depression, the demand for engineer’s remains.
